Talking throughout the inauguration of the Bayelsa and Kogi states marketing campaign councils in Abuja yesterday forward of the November 16 governorship elections within the two states, Secondus cautioned the All Progressives Congress (APC) and the Impartial Nationwide Electoral Fee (INEC) in opposition to rigging the elections.
